That shrine is only there if you have purchased the Forgotten Gods expansion. It connects to the Broken Hills and Smugglers Pass. It is required for the Rhowari Legacy quest. Barrens Highlands is a world area in Act 2. There's a link in the sidebar for that as well. 'Part of the Shrine of Mogdrogen.' The Runed Stone of Mogdrogen is a quest item that can be found on the ground lying around the Ashen Waste.
